On 7th January, the signing ceremony of strategic cooperation and Rubber Valley (RV) construction is held at Qingdao by China Rubber Industry Association (CRIA), Sifang Qingdao District Government, Qingdao University of Science and Technology and MESNAC Co., Ltd. This means the startup of RV’s construction and it greatly motivates China from a big rubber production country developing into a powerful one. This date will be destined to become a memorable day in the history of China rubber industry.
Fan Rende, President of CRIA, Deng Yali, Administrative Vice President, Xu Wenying, Deputy Secretary-general, Yang Jun, Vice Counsel of Qingdao Science and Technology Bureau, Ji Min, Secretary of Sifang district, Qingdao, Li Fengli, District Chief, Cai Jiquan, Deputy District Chief, Gaoqing, Party Secretary of Qingdao University of Science and Technology, Ma Lianxiang, President, Liu Guangye, Vice-president, Yuan Zhongxue, Board Chairman of MESNAC Co., Ltd., Zhang Yan, Vice-president of the Board and relevant leaders of CRIA, Qingdao University of Science and Technology, MESNAC Co., Ltd., as well as the principals of related departments attends the ceremony. At the meeting, Zhang Yan makes a report about the general plan of RV firstly on behalf of the Rubber Valley Administrative Committee. The conception of RV has been put forward by Gao Qing inventively, which derives from the enlightenment of Silicon Valley in America. From deep research and discussion as well as draw on the establishment experience of Silicon Valley, the specific positioning of RV is adopting an ecosphere development pattern, creating a free trading zone and becoming the engine to accelerate rubber industry development. Relying on the special developing pattern, RV possesses six major functions: education and research, business establishment and corporation incubation, exhibition and commerce, culture expo, information platform, intervening and accommodation.
Zhang Yan says, after several years’ elaborative cultivation, RV will be created as Chinese brands incubation base, global products order center, international display and purchase center, international E-commerce center, international talents exchange and training center, and international scientific research and innovation center. In addition, RV will adopt normative corporate governance structure, by using modernization business management module to make it becoming an industry brand, meanwhile, cooperating with American rubber city Arkon across a great distance.
Fan Rende says, the construction of RV will have great influence on Qingdao University of Science and Technology, Sifang district, Qingdao city and even China rubber industry. After experiencing “11th Five Year” development, China has already become a big country in global rubber area and stride forward to a powerful one. “12th Five Year Plan” is an important period for the transformation of China rubber industry, signing the strategic agreement at this moment will definitely promote the adjustment of industry structure, products structure and developing mode. It will accelerate brand construction and explore new development pattern as well as have great effects on constructing a powerful country in global rubber industry. CIRA pays much attention to this matter and participates actively so as to finish the construction of RV as quickly as possible.
To mention the RV’s construction, Yuan Zhongxue, Board Chairman of MESNAC Co., Ltd. has strong feeling about it. He says, the contract signing indicates China rubber industry has reached a new level under the lead of CIRA. After thirty years reform and opening up, China rubber industry made astounding advances. Compared with western countries fifty or even hundred years technology and industry progress, it only uses ten years to get the similar achievements.
Yuan Zhongxue says, RV is not like the mode of wholesale market. It has higher level and possesses intra-industry state key laboratory of Ministry of Education, engineering technology research center of Ministry of Science and Technology, engineering lab of National Development and Reform Commission and top technology research platform. In the future, RV will become a top technology platform, including material and equipment, software and products as well as market, etc. Meanwhile, this platform is also used for exhibition, with a never closed and persistently increscent expo all the year round, and every company has its own booth. It reserves a part for E-commerce. When the internet of things used for rubber industry constructed, everyone is able to interact with the platform by their cell phone and search information about the whole industry. Furthermore, it has the function to cultivate and educate talents. Qingdao University of Science and Technology as rubber industry’s “Huangpu Military Academy”① is used for cultivating engineers, while an institute organized by MESNAC and CIRA seven or eight years ago used for training mechanics. In the future, this is a key point for RV development.
When RV built, from the view of performance, it is the progress of the whole industry, from the view of intangible assets, it is the development of the Uni, and from the point of economic efficiency, it makes contribution to local finance, Yuan added. For MESNAC, we devote ourselves to rubber industry, using another way to support University and industry development. Every company has its lifecycle and MESNAC will exert its energy during the lifecycle.
Ma Lianxiang shows his appreciation to CRIA and Sifang District Government in his speech. He indicates, RV’s construction is the tendency of rubber industry development and this is also a sensible decision made by Sifang government. The district government builds RV on its existing base which demonstrates the foresighted view of the decision-makers. The government seizes opportunity to introduce advanced productivity creating RV, which will certainly accelerate the development of the whole industry.
Ji Min says, RV locates near Qingdao University of Science and Technology, which relies on academic advantages of the Uni and industrialization advantages of MESNAC as well as other corporations to realize transformation. With the joint effect of the University, MESNAC and Sifang Government, the construction of RV gets staged success. They have introduced into Lanxess high performance technology R & D center, China Weaponry Industrial Group polyurethane R & D center, etc. The project of integrated RV service center is going on smoothly, the total area is around 28,000㎡. In 2010, RV has been granted as “National University Science Park” by Ministry of Science and Technology and Ministry of Education. It also has been brought into “12th Five Year Plan” of Qingdao. Now the Park has come into being a favorable development condition.
Ji Min emphasizes, by virtue of the authoritativeness and strategic advantages of CRIA to sign the contract will accelerate RV’s construction and development, as well as exert its leading and demonstration effects for whole park building. Sifang Government will try its best to support the construction, providing high quality and high efficiency service to create a good developing environment. With the joint effect of the cooperators, RV will become a well-known and featured technology industrial park with international standard undoubtedly.
